Windows 8.1 was designed to run on an exciting  generation  of  affordable new  PCs . You’ll be amazed at what a PC can do.

It offers certain  concessions  to users, such as booting directly to the Desktop, or the return of the Start Button. It also presents many more   customization  options  for controlling tools, or organizing apps.  Poor  or  unnecessary system features  , such as the search engine, the Windows Store, or the Mail and Contacts apps, have been tweaked.

The most relevant implication may be that Windows 8.1 is  compatible  across all  devices that support  it  : PCs, smartphones, tablets, laptops, Xbox One… This means that an app created for PC, for example, will automatically work on the mobile or console, and will even share data and games.
